Expanded Candidate List Only Scrolls When Swiping on Text #4

Hi! I found a new issue with the expanded Chinese candidate list.

After expanding the candidate list, scrolling only works if I start the swipe directly on a candidate word/character.

If I start the same swipe gesture from an empty area between or around the candidates, the list does not scroll at all.

Ideally, the entire expanded candidate panel should respond to scrolling gestures, including the empty space between candidate items.

It seems the scroll gesture is currently only being recognized over the candidate items themselves, rather than the whole scrollable area.
